ALLEGED APPOINTMENT OF SCHOOL CERT AS MEDICAL OFFICER – FORMER DEPUTY GOVERNOR OPENS UP.
Contrary to the assertion by Kogi State Govt that he appointed a School cert holder as Medical officer on Grade 13, the former Deputy Governor of Kogi State, Dr. Philip Omeiza Salawu has revealed to Arewa Trust that his appointment of the Medical Officer in his office was purely political and had nothing to do with Civil Service rule. Dr. Philip stated that political appointment is quite different from that of the civil service.
He revealed to Arewa Trust in a telephone chat that prior to the appointment of Vivian Chinyere, she was under a Medical Officer as First Aid Attendant. But when the Medical Officer had cause to leave for greener pasture, he took the service of Vivian to oversee the office based on political disposition, stressing that such appointment from his office had nothing to do
with civil service appointment.
Dr. Philip Salawu said when he was leaving the office as Deputy Governor in 2007, he asked Vivian and others who were on the same political appointment to brush up their credentials if they wanted to continue with the job because civil service rule is not the same as political appointment. Political appointment he said, does not require certificate. In politics, office holders could hold whatever certificate but on completion of the assignment, every one not qualified would be demoted.
On leaving office in 2007, all the political appointees in my office were brought down to their proper level and this was how Vivian Chinyere was then employed as Clerical Officer, Grade level 4 under the Civil Service rule and qualifications since then.
However, when the issue of verification/screening of Kogi State Civil Servants came,Vivian Chinyere perhaps tendered the political appointment letter instead of her grade level 4 civil service appointment letter to the screening committee.
Dr. Philip Salawu said political appointments are made by political appointees including the present state Governor, noting also that all such appointments are not based on certificate in accordance to civil service rule, so the appointment we have given to Vivian Chinyere as at that time is quite in order.
When confronted with the issue of Vivian giving out her Salary to his wife on monthly basis, Philip Omeiza Salawu dismissed the allegation as figment of imagination and a lie orchestrated by Vivian husband, Mr. Tunde Salawu who, he said is a junior brother to his wife. Mr. Tunde Salawu, according to the former Deputy Governor, is a “criminal.” “Tunde Salawu sold my land property and that of his sister. He was arrested and taken to the police and he is presently being investigated.” “I was approached by family friend to forgive Tunde. I declined because I do not shield crook.” The screening time gave Tunde and his wife the opportunity to have a pond of their flesh by alluding that she used to remit salary to my wife, just to drag us into disrepute and destroy our image before the screening committee. There is just no iota of truth that Vivian remit her salary to my wife. It is a lie. Dr. Philip stated. Philips is not also comfortable with the way and manner the screening committee members especially a member of the committee, the DG media handled the issue by rushing to the press with an issue that has not been verified from those concerned, thereby feeding the public with wrong information.
It would be recalled that on 30th January 2017 at the venue of Kogi State screening committee, a lady, Alalonu Vivian Chinyere Salawu, was said to have confessed how one-time Deputy Governor of the State, Dr. Philip Salawu, approved her appointment as Medical Officer on Grade Level 13 Step 6 despite having only a Secondary School Certificate with four credits.
She said: “The former Deputy Governor, Dr Philip Salawu, directed his Personal Assistant to write the application on my behalf and I was asked to sign. Salawu immediately recommended me for employment as Medical Officer, a directive which was immediately carried out by the Permanent Secretary.
“I was taking the salary to the wife of the former Deputy Governor’s wife through her Personal Assistant while they gave me only 15,000 naira every month. When they were about to leave government, Salawu quickly directed I be converted to a Clerical Officer and I was posted out of his office to the Office of the Head of Service.”
Vivian claimed to be married to the younger brother of Grace Salawu, wife of the former Deputy Governor.
This was disclosed to newsmen at the Screening Appeal Centre, a member of the Committee and the Director General on Media and Publicity to the Governor, Kingsley Fanwo.
